These two things combined will evaporate the inflated profits firms make in markets protected by corrupt government-industry collusion.

A level playing field means that existing market giants aren't allowed to dominate a market by corrupting governments to maintain high profits at the expense of the consumer, and a incorruptible political leadership means government leaders cannot be leaned on or bribed to deliver market outcomes to suit vested interests rather than the community as a whole.
