To reach the top rungs of an organisation you need to obey it's rules for many years. Also, it pays to repeat consensus views, whether true or not, to other team members lest they think you're strange. In other words, it pays to be a boring, superficial, rule follower. Hardly an inspiring leader!
True leaders, don't follow others, they carve their own path through life, creating new possibilities, obeying no-ones rules but their own! (and inevitably, God's).
